The BEDC Staff

 

 

Alfredo Chaparro is the director of Community Services at Midland College. Mr. Chaparro has extensive experience in overseeing programs funded by grants from the local, state, and federal levels. Mr. Chaparro has received Bachelors and Masters degrees in Accounting.  Mr. Chaparro was a CPA until September 2001 when he decided not to continue his licensure because he has chosen higher education administration as his career path. Mr. Chaparro's work experience includes Internal Auditor for a national bank, Accountant for the Texas Tech University Health Sciences Center, and Inventory Control Specialist for a small manufacturing company.  Mr. Chaparro has served on the boards of Midland Affordable Housing Alliance (MAHA), Midland Hispanic Chamber of Commerce (Director of Economic Development), and Midland Housing Finance Corporation (Treasurer).

 

 

Betsy Seanard is the Associate Director of the Midland College BEDC. She was a counselor for the Midland College BEDC for nearly two years before assuming the responsibilities of the BEDC Coordinator in November 2003.  She has a bachelor’s degree from LSU and an MBA in Management from UTPB.  Her prior work experience includes 11 years of training/teaching, three years of retail management in which she supervised a staff of 60, and eight years of business ownership, including a sole proprietorship (catering business and cooking school), a limited partnership (restaurant), an S-corporation, and a C-corporation.  Currently she is a member of the Leadership Midland Curriculum Committee and the Midland Chamber’s Business Retention Committee.  In the past she was a peer reviewer for HUD’s Hispanic Serving Institutions Assisting Communities (HSIAC) grant and Community Outreach Partnership Center (COPC) grant.

 

 

John Martinez, Ph.D. has had a variety of educational and business experiences. He was a manager of educational programs for 27 years. During these years, he was responsible for management of local, state and federal programs including their operating funds.  He has been in the business world for 10 years.  His has been operating a consulting firm for the past seven years. During that time he has written and reviewed proposals; conducted performance and management reviews; conducted various workshops on supervision and provided individual consultations to several businesses. Dr. Martinez is a licensed court interpreter. John has provided BEDC services in both English and Spanish since January 2004, including presenting professional interpretation of BEDC seminars and classes for the Spanish speaking community.  Dr. Martinez is a member of the Midland Chamber of Commerce Business Retention Committee and the Midland Hispanic Chamber of Commerce Education Committee.

 

 

Celia Molina-Roux, J.D. joined the BEDC counseling staff in June 2008. She holds a Bachelor of Business Administration degree from UTPB and a Juris Doctorate degree from the University of Tulsa.  Celia provides BEDC services in both English and Spanish. She has 25 years of comprehensive experience in various business industry positions including the past seven years as a small business owner State Farm Agent. Celia is on the Executive Board of the Odessa Hispanic Chamber and advisory board of Odessa Texas Scholars.

 

 

Jeff Crain, Ph.D. joined the BEDC counseling staff in February 2004.  Jeff has international cross industry management experience in finance, customer services, strategic planning, e-commerce systems and import/export.  He holds degrees in Industrial Management/Economics, Master of Business Administration (Finance) and a Doctorate of Philosophy in Applied Artificial Intelligence.  Dr. Crain is an international speaker for the application of technology in business and society and was the key proponent to use artificial intelligence within the World Health Organization application systems.  He is a member of the Midland Hispanic Chamber of Commerce Economic Development Committee.  Dr. Crain is a full time Midland College business professor and provides business counseling through the BEDC on a part-time basis.

 

Christina Subia joined the BEDC staff as the full time secretary in November 2007.  She has an Associates Degree in Business from Midland College and 35 years of office experience.
